Read before calculating: from 01/07/2025, the 2024 Law on Social Insurance significantly tightens eligibility for the lump-sum social insurance withdrawal compared with before. Someone who first joined social insurance from 01/07/2025 onward can almost never withdraw a lump sum while still of working age — it only applies to a few special cases (emigrating permanently, a critical illness, a working-capacity reduction of 81% or more, and so on). Someone who joined social insurance before 01/07/2025 can still withdraw a lump sum if, 12 months after leaving work, they have not resumed compulsory or voluntary social insurance contributions and have not yet reached 20 years of contributions. The calculator below only estimates the payout amount if eligible — it does not replace checking your actual eligibility.
Basis of calculation: lump-sum social insurance = (1.5 × years of contribution before 2014 + 2 × years of contribution from 2014 onward) × the average monthly SI contribution salary. Contribution periods with extra months: 1 to 6 months count as 0.5 year; 7 to 11 months count as 1 year. For voluntary social insurance, the payout must also deduct the portion the State subsidized — the tool above does not yet deduct this, so the actual amount received will be lower than the figure shown for voluntary participants. Eligibility under Article 70, Law on Social Insurance 2024 (Law 41/2024/QH15), effective from 01/07/2025.
Who can still withdraw a lump sum — 5 main cases (Article 70)
- Reached retirement age but with under 15 years of social insurance contributions and not continuing voluntary participation.
- Emigrating permanently to settle abroad.
- Currently suffering from one of these conditions: cancer, paralysis, decompensated cirrhosis, severe tuberculosis, AIDS.
- Working-capacity reduction of 81% or more; or a particularly severe disability.
- Someone who joined social insurance before 01/07/2025: after 12 months without resuming compulsory or voluntary contributions, and with under 20 years of contributions.
Someone who first joins social insurance from 01/07/2025 onward is not covered by case (5) — this is the biggest tightening in the new law, meant to keep employees in the social insurance system so they qualify for a pension later.
This is a quick estimating tool for reference only. The actual amount confirmed by the Social Insurance agency depends on your file, the correct inflation index applied for each year, and confirmation of eligibility. Katitax can look up your social insurance contribution history and handle the paperwork if your company or you need it.
